
The Local Autonomy Laws were enacted and promulgated as Law no. 32 on July 14, 1949. This put a self-governing system into operation for eups (towns) and myons (villages) for ten years from 1952 to 1961. Thirty years later, on December 31, 1990, the self-governing system was revived with an amendment of the Local Autonomy Laws which allowed for the election of fifteen local assemblymen for fourteen districts, through a direct election by the inhabitants on March 26, 1991. The first assembly opened on April 15th of the same year and held four ordinary sessions and twenty-four extraordinary ones until the completion of its term on June 30, 1995.
Fifteen members were elected for the second assembly in an election held on June 27, 1995. The assembly opened on July 12th of that year and held three ordinary sessions and twenty-seven extraordinary ones until the completion of its term on June 30, 1998. The third assembly conducted an election on June 4, 1998 to elect fourteen members for fourteen districts. It opened on July 9th of that year and has been continuing until the present time.
